Dear Senator Trusty:
I am writing in response to your request for an opinion on the following:
A City Recorder/Treasurer in a city of the second class served 24 years in that position, from January 1970 through August of 1994, but did not retire at that time. In November 2005, he notified the Mayor that he would file for retirement effective January 2006.
