In this bid protest, plaintiff Synergy Solutions, Inc. (“SSI”) challenges the award of a contract by the United States Department of Energy’s (“DOE”) National Nuclear Security Administration (“NNSA”) to TUVA, LLC (“TUVA”). Currently before the court are the parties’ cross-motions for judgment on the administrative record.
