FACTS
Capital City Press and Glenn Guilbeau2 (collectively referred to as Capital City Press) instituted this action by filing a petition for a declaratory judgment, writ of mandamus, and injunctive relief, pursuant to the Louisiana Public Records Act set forth in LSA-R.S. 44:1, et seq.
