Stacey Scruggs and her guardian, Sandra Friend, appeal the February 5, 1996, order of the Lauderdale County Chancery Court finding that the action they brought to obtain visitation with Stacey's half-brother was "without substantial justification" and accordingly, taxing them with attorney fees pursuant to Miss. Code Ann. § 11-55-5, the Litigation Accountability Act of 1988.
