The Delaware Riverkeeper, the Delaware Riverkeeper Network and the American Littoral Society1 petition for review of the order of the Environmental Hearing Board (EHB), which denied their appeal from two decisions of the Department of Environmental Protection (DEP). DEP approved the Borough of Portland’s Sewage Facilities Plan (often referred to as an Act 537 Plan) pursuant to the Pennsylvania Sewage Facilities Act, Act of January 24, 1966, P.L.
