On March 22, 1927, the relator, Guy Palagi, chief probation officer of Cascade county, presented to the district court of that county a petition charging that Patrick Freeman, a minor of the age of fourteen years, was a juvenile delinquent, and that Gertrude Freeman, his widowed mother, was unwilling and unable to care for, protect, train, educate, control and discipline him.
