James F. Collins (“claimant”) petitions for review of a decision of the Benefits Review Board, affirming certain determinations made by an Administrative Law Judge (“ALJ”). The AU’s decision was made following, a hearing on Collins’ application for disability benefits pursuant to the Black Lung Benefits Act (the “Act”), 30 U.S.C. 901 et seq.
