CUDAHY, Circuit Judge.
In this appeal, Marcus Dixon argues that the district court erred in dismissing without prejudice Counts II and III of his complaint because he failed to exhaust his administrative remedies. We affirm.

Because Dixon’s complaint was dismissed under Rule 12(b)(6), all statements of fact in the complaint are taken as true and all reasonable inferences must be drawn in favor of Dixon. Massey v.
