MEMORANDUM OPINION

MIDDLEBROOKS, District Judge.

Introduction

This case presents the question of whether the City of Hollywood (“the City”) may require a building permit for renovation of an existing building for use as a postal facility. The City, while conceding that no permit could be required if the building was owned and renovated directly by the United States Postal Service (“Postal Service”), contends that where the Postal Service leases the building and where the contract for renovation is between the lessor and a private contractor, a building permit is required.
