MEMORANDUM OPINION AND ORDER
KANE, District Judge.
This action arises from operations at the Rocky Flats Nuclear Weapons Plant (“Rocky Flats” or “Plant”), a former nuclear weapon manufacturing facility owned by the United States and once operated by Defendants Dow Chemical Company (“Dow”) and Rockwell International Corporation (“Rockwell”) under government contract. Plaintiffs are individuals and businesses who own land or interests in land and/or reside near Rocky Flats.
