THIS CAUSE comes before the Court upon Plaintiff Florida Outdoor Advertising LLC’s Motion for Summary Judgment (DE # 46), filed on October 15, 2002, and Defendant City of Boca Raton, Florida’s Cross-Motion for Summary Judgment (DE # 56), filed on November 8, 2002.
