*548Questions were propounded by the Governor to the Justices of the Supreme Court relating to the authority of the Governor to send law enforcement officers to localities where, in process of school desegregation, civil insurrection and sabotage are threatened, and, under certain circumstances to suspend operation of public schools in such localities.
