Plaintiff, Metromedia, Inc., a Delaware corporation, filed an action .in the circuit court of Cook County seeking a declaratory judgment that section 4 — 5—14 of the Des Plaines City Code is unconstitutional as applied to it. That ordinance prohibited all off-premises outdoor advertising signs within the city limits. After the defendant City of Des Plaines filed its answer, the parties entered into a stipulation of facts and then separately moved for summary judgment.
