The plaintiff, Electronic Frontier Foundation, brings this action against the United States Department of Justice (“DOJ”) pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 (2006), seeking the release of records concerning “discussions and negotiations between the United States and the European Union with respect to the international exchange of personal information for use by law enforcement authorities.” Complaint (“Compl.”) ¶ 1.
