Background

On January 23, 2009, the Administration for Children’s Services (ACS) filed this petition against Melissa R (hereinafter the mother), pursuant to article 10 of the Family Court Act. The petition alleges that the subject child, Raymond A. (hereinafter subject child or Raymond), born on January 1, 2009, is a neglected child as defined by Family Court Act § 1012 (f) (i).
