The appellants, Tony Sciachitano and his wife, filed this suit in one of the district courts of Jefferson county against the city of Beaumont, drainage district No. 6 of Jefferson county, and the commissioners of that district, Hal G. Land, George W. Caswell, and G. W. Junker, in their official capacity, for the recovery of damages alleged to have been sustained by plaintiffs in consequence of the death of their little girl, Angelina, which they alleged was caused by the negligence of the defendants in the construction and maintenance of a certain concrete sewer on the outskirts of the city…
