In a prior suit filed in the Circuit Court of Cook County it appears that the Chicago Zoning Board of Appeals had granted an application of 199 Lake Shore Drive, Inc., hereinafter referred to as 199, for a special use of certain property as a parking lot for private passenger automobiles.
