MEMORANDUM OPINION AND ORDERS

NEESE, District Judge.

This is a civil action for the recovery of compensatory and punitive damages for the wrongful death of the plaintiff’s decedent in the crash of his privately-owned and operated aircraft. 28 U.S.C. § 1332(a)(1), (c). The defendant Cessna Aircraft Company (Cessna) commenced a third-party action, Rule 14(a), Federal Rules of Civil Procedure, against the United States of America (the government) for contribution or indemnity under the Federal Tort Claims Act. 28 U.S.C. §§ 1346(b), 2671, et seq.
