Charles T. Stone (Stone) appeals the November 15, 1993 order of the Court of Common Pleas of Montgomery County (Common Pleas) denying his appeal of the suspension *288of his operating privilege and granting him a supersedeas pending appeal to this Court. Stone’s operating privilege was suspended for three months pursuant to Section 1786(d) of the Vehicle Code (Code), 75 Pa.C.S. § 1786(d).1

On January 25, 1993, Stone was cited for operating his motor vehicle when it was not insured, a violation of Section 1786(f) of the Code, 75 Pa.C.S. § 1786(f). He paid the fines and costs…
