SHORT, Vice Chancellor:
This is a counterclaim in which the defendant American Federation of State, County and Municipal Employees, AFL-CIO Local 1726, (Federation) seeks to enforce a collective bargaining agreement entered into with the members’ employer, the Division of Adult Corrections of the Department of Health and Social Services of the State of Delaware (Department). The parties negotiated and entered into two collective bargaining agreements; the first in 1966 was superceded by the second in 1969.
