LEIBELL, District Judge.
Pursuant to the provisions of a requisition time charter and acting under the Merchant Marine Act of 1936, T. 46 U.S. C.A. § 1128, the War Shipping Administration issued a policy of war risk insurance covering the S. S. “Alaskan” under which the United States of America became obligated to pay the owner, American Hawaiian Steamship Company, “just compensation” if the vessel was lost through a risk covered by the policy.
