This is an appeal by Hinds-Rankin Metropolitan Water and Sewer Association, Inc., from a final decree of the Chancery Court of the First Judicial District of Hinds County affirming an order of the Mississippi Public Service Commission which required the appellant to reimburse landowners-appellees, Jimmy Dickard Builders, Inc., Jackson Land Improvement Company, Inc., MI VAC, Inc., and White Realty, Inc., for certain costs expended by them in constructing water distribution facilities in their subdivision, such reimbursement to occur when and as the facilities were connected to…
