MEMORANDUM AND ORDER

TRAGER, District Judge:

This ease against Westchester County and State of New York officials and West-chester County is the third of three cases concerning the care and treatment of profoundly disabled and medically fragile adults whose rights under the federal Constitution have been gravely imperiled as the result of an unfortunate funding dispute between the State of New York and three of its local governments.
