This is a pro se civil rights action 1 brought by Lester Hayes, an inmate confined at the State Correctional Institution at Graterford, Pennsylvania. Defendants are the prison superintendent, Julius T. Cuyler; a prison guard, Anthony Posea; the education director of the prison, Nathan Lewis; and the Pennsylvania State Board of Barber Examiners.
