Plaintiff The Peoples Gas Light and Coke Company (“Peoples Gas”) filed this action January 12, 1981 for injunctive declaratory and mandamus relief against the United States Postal Service (“USPS”) and several individual officials of USPS1 arising from the contemplated awarding of contracts for *810work under the USPS solicitation for bids for an electric boiler plant for the Chicago Main Post Office.
