Proceeding pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court at Special Term, entered in Albany County) to review a determination of the State Insurance Department which denied petitioner’s application for a license as an insurance broker. After a hearing held on February 25,1981, petitioner’s application for an insurance broker’s license was denied.
