In letters presented to the defendant town’s board of selectmen pursuant to G. L. c. 258, § 4, the plaintiffs stated that they had sustained personal injuries as the result of an assault by John Sargent, a West Boylston police officer. They thereafter brought a complaint against the town and its police department seeking damages for violations of 42 U.S.C. § 1983 (1988), emotional distress, and negligence in the training and supervision of its police officers.
