BRUGGINK, Judge.

This is an action brought pursuant to 28 U.S.C. § 1491(a)(8) (1994). It concerns a dispute over the award of a contract to lay additional railroad track at Fort Campbell, Kentucky, by the Louisville District of the United States Army Corps of Engineers (“Corps”). Firth Construction Co. (“Firth”) seeks an order permanently enjoining an award to the apparent low bidder, M.R. Dillard Construction Co. (“Dillard”).
