The relator, E.A. Conway, Secretary of State, has filed a petition for the dismissal of plaintiff's suit, on the ground that the proceedings involve only a moot case, requiring such dismissal. Obviously, if the case presents only moot questions for decision, it is wholly unnecessary to discuss it on the merits.
