LEVENTHAL, Circuit Judge:

At issue in this appeal is whether the district court had jurisdiction to entertain the present cause of action, which seeks to vindicate appellants’ right to picket in protest of working conditions. The district court dismissed the action, finding that jurisdiction was lacking.

Appellants, who consist of the National Association of Government Employees, its New York local, and two officers of these organizations, brought an action in the nature of mandamus in the district court against appellees, both individually and as government officials. The employee association…
