It is urged by appellant that the act of the General Assembly of Indiana passed February 27, 1905

(Acts 1905 p. 58, §§3918-3920 Burns 1914), is void because in conflict with §10 of Art. 1, of the Federal Constitution, and certain provisions of the 14th amendment to the Federal Constitution.
