Petitioner Forest Preserve District of Cook County (District) filed a petition seeking direct review of an order from the Illinois State Labor Relations Board (Board) finding that the District had committed an unfair labor practice under sections 10(a)(1) and (a)(4) of the Illinois Public Labor Relations Act (Act) (5 ILCS 315/10(a)(l), (a)(4) (West 2002)).
