The matter of the original and supplemental petition of the'party is founded, on a final decree of this Court in the case of the United States v. Charles F. Sibbald, which is reported in the 10th vol. Peters’ Reports at large, in p. 313, 325; in which latter page will be found the • final decree and mandate therein made; the substance whereof js fully set out in the petitions now before us.
