Nancy Kemp, Carlean Gadling, Rich Paw-lowski, Gloria Wilson and Brenda Franklin, employees in the Indiana State Merit Service who worked for the Indiana Family and Social Services Administration (collectively the “Employees”), appeal the dismissal of their petition for judicial review of an administrative agency ruling.
