In 2011, Plaintiff Bernice Alston sought the U.S. Department of Treasury’s review of the denial of retirement benefits she believed she had earned while employed by the District of Columbia Public Schools from 1970 to 1976. Specifically, she challenged a determination by the District of Columbia Retirement Board — an independent agency responsible for managing the assets of District retirement funds — that because she had applied for and received a refund of $2,458.96 after leaving DCPS, she was ineligible for further benefits.
