This controversy concerns-the classification of certain merchandise known commercially as “card cloth,” but in the present state of the record I am unable to consider the merits. The goods were classified by the collector under paragraph 366 of the act of 1897 (Act July 24, 1897, 30 Stat. 151, c. 11 [U. S. Comp. St. 1901, p. 1666]) as a manufacture made wholly or in part of wool, not specially provided for, whereas the importer asserts-that they should have been classified under paragraph 347 [U. S. Comp.
