Affirming.

■ In the month of October, 1916, the fiscal court of McCreary county, entered certain orders providing- for the issue and sale of funding bonds to take up an outstanding indebtedness of $13,250.00, incurred for the *367construction and repair of turnpikes, bridges and public buildings of tbe county and evidenced by warrants in the hands of various persons.
