This matter is before the Court on the parties’ cross-motions for summary judg ment. Plaintiff Taylor Energy Co. LLC (“Taylor”) brought this action under the Administrative Procedures Act (“APA”), 5 U.S.C. §§ 701-706, for judicial review of the May 18 and August 6, 2009 decisions by the Minerals Management Service of the Department of the Interior (collectively, “MMS” or “the agency”) to release financial information contained in (1) a trust agreement between plaintiff and MMS which provided for plaintiffs funding of efforts to…
