Sec. 1 of chap. 109, General Statutes, is as follows :—

“'When the inhabitants of any part of any county, not embraced within the limits of any city or incorporated town, shall desire to be organized into a city or incorporated town, they may apply by petition in writing signed by not less than thirty of the qualified electors of the territory to be embraced in the proposed city or incorporated town to the county court of the proper county, which petition shall describe the tend*200tory proposed to be embraced in such city or incorporated town, and shall have annexed thereto an accurate map or…
