Hidden Valley Lake Property Owners Association, appellant, appeals the order of the Public Service Commission of Indiana dismissing the application of Hidden Valley Lake Utilities, Inc., appellee, for a certificate of public convenience and necessity.

In August, 1973, Hidden Valley Lake Utilities, Inc. (HVL Utility) filed a petition with the Public Service Commission (PSC) seeking a determination of public convenience and necessity to render water utility service to certain rural areas in Dearborn County.
