PONDER, Justice.

The City of New Orleans brought suit against Leeco, Inc. and T. A. Pittman seeking to enjoin the defendants from operating a theater, known as Pitt Theater, in a building alleged to have been erected in violation of the zoning ordinances of the City and particularly Ordinance 11302 C.C.S., as amended, until all the requirements of the City Division of Regulatory Inspections have been complied with and a permit duly issued.
