On May 24, 2008, in response to a complaint, an inspector from the New York City Department of Buildings (hereinafter the DOB) inspected a building owned by the plaintiff/petitioner (hereinafter the plaintiff). Upon inspection, the DOB issued a 24-hour order to vacate the premises to all tenants/occupants of the building, and the City of New York commenced demolition of the building.
