Introduction
This matter came before the court for oral argument on Wednesday, July 5, 2006. Plaintiffs were represented by Robert Newman and Steve Felson. Defendant Campbell County was represented by Jeffrey Mando and Defendant Kenton County was represented by Jason Reed and Brandon Voelker.
