Ybarra was convicted of murder, sexual assault, battery, and first degree kidnapping, and sentenced to death. We affirmed his conviction on appeal. Ybarra v. State, 100 Nev. 167, 679 P.2d 797 (1984), cert. denied, 470 U.S. 1009, 105 S.Ct. 1372 (1985). He filed his supplemental petition for post-conviction relief in June 1985 and alleged forty-seven claims of error, multiple instances of ineffective assistance of counsel at trial and on appeal, and several substantive claims.
