This is an appeal from the judgment of the circuit court directing the issuance of a peremptory writ of mandamus to compel the recorder of the city of Salem to do certain things as such officer, relative to the submission to the voters of said city at the general election in November the question of the repeal of section 90 of the charter which authorizes the issuance of bonds for the purpose of constructing or purchasing a water system.
