On January 10, 1997, appellee, the State Medical Board of Ohio, notified appellant, Gary F. Gladieux, that it intended to determine whether to take disciplinary action against him regarding his license to practice medicine in Ohio, based upon his having had sexual relationships with at least seven mothers of his pediatric patients between 1991 and 1993.
