This is in response to your request made during your term of office for an opinion on three questions concerning the interaction of the "Arkansas Waterways Commission" ("AWC"), created at A.C.A. § 15-23-201 (Supp. 1997), and the private nonprofit entity, the "Arkansas Waterways Association" or ("AWA".)
