Ocean Grove Camp Meeting Association of the United Methodist Church (“the Association”) appeals the District Court’s dismissal of its case against J. Frank Vespa-Papaleo, Director of the New Jersey Division on Civil Rights (“DCR”). The Association brought this suit, asserting that the DCR applied the New Jersey Law Against Discrimination (“LAD”) in a manner that violated the Association’s First Amendment rights when the DCR accepted and investigated discrimination complaints against the Association.
