—Proceeding pursuant to CPLR article 78 (transferred to this Court by order of the Supreme Court, entered in Sullivan County) to review a determination of respondent which found petitioner guilty of violating a prison disciplinary rule.

Petitioner, a prison inmate, challenges an administrative determination finding him guilty of violating prison disciplinary rule 107.11, which provides that “[i]nmates shall not verbally or in writing harass employees or any other persons” (7 NYCRR 270.2 [B] [8] [ii]).
