This appeal concerns the validity of Executive Order 01.01.2007.14, which was signed by Governor Martin O’Malley on August 7, 2007, and published in the Maryland Register on August 31, 2007. At the request of the appellees (who will be identified infra.), the Circuit Court for Cecil County, on November 2, 2007, granted a preliminary injunction prohibiting Governor O’Malley and the State of Maryland from enforcing or carrying out the terms of the executive order.
